Florida means business, and so does Byron Donalds. Donalds unveiled the “Florida Means Business” agenda during a stop on the Defending the Florida Dream Tour. The plan details a comprehensive policy package designed to make Florida the fastest, most permitting-transparent state in America.
The announcement targets government delays that cost job-creating projects hundreds of thousands of dollars and slow the state’s economic momentum.
“Government delays are not just a nuisance. It’s a job that never gets created, a business that never opens, a paycheck a family never cashes,” said Byron Donalds. “If you can look up your county commissioner’s salary in 30 seconds, you should be able to look up how long your county takes to approve a permit the same way. Florida is not just open for business, we mean business.”
Florida Means Business creates a public-facing shot clock on all major permits for energy, infrastructure, and job-creating projects, making Florida the most permitting-transparent state in America.
Florida Means Business will make Florida the best, and most efficient state to do business through five core policy reforms:
- A unified “one-stop permit shop” digital dashboard connecting local governments, regional planning, and state agencies;
- A public shot clock on all major permits for energy, infrastructure, and job-creating projects;
- A Governor’s Task Force to review all state and local permits, licenses, and fees tied to development;
- Accelerated agency review timelines for priority projects in transportation, energy, space, and infrastructure; and
- The creation of specialized business court divisions within the existing circuit court structure for faster resolution of commercial disputes.
The plan also establishes a statewide system of specialized business court divisions within the existing circuit court structure, giving Florida a legal bedrock that attracts investment, reduces the cost of doing business, and sends a clear message to every company in the country: come here, and you will have certainty.
