What It Is

 

Florida is the best state in America to start a business — and we intend to keep it that way.

 

Right now, major projects sit in permitting queues with no public clock, no accountability, and no deadline anyone is required to meet. Energy infrastructure that could lower utility bills for Florida families waits years for approval. Job-creating developments lose hundreds of thousands of dollars in carrying costs before a single shovel hits the ground.

 

Roads and transportation projects that would relieve congestion, cut commute times, and connect workers to jobs sit stalled in the same broken system. And when a business dispute arises, there is no dedicated place to resolve it — companies wait in line behind every other civil case in the state.

 

FL Means Business changes all of that. It creates a public-facing shot clock on all major permits for energy, infrastructure, and job-creating projects, making Florida the most permitting-transparent state in America. It speeds up approval for utility projects that reduce costs for families and strengthen Florida’s energy independence. And it establishes a statewide system of specialized business court divisions within the existing circuit court structure — giving Florida a legal bedrock that attracts investment, reduces the cost of doing business, and sends a clear message to every company in California and New York: come here, and you will have certainty.

What It Does


  • Builds a “one-stop permit shop” dashboard. Centralizes tracking of all development permits by creating a unified digital platform connecting local governments, regional planning, and state agencies.

  • Creates an efficiency shot clock. Adds a publicly visible ‘shot clock’ to the One Stop Permit Shop at the state level to track development projects across all jurisdictions.

  • Establishes a Governor’s Task Force. Establishes a task force to review all state and local entities, permits, licenses, and fees tied to development and report directly to the Governor.

  • Accelerates agency review. Sets administrative targets to speed agency permit review timelines for priority projects in transportation, congestion relief, energy, space, and infrastructure, and promotes interagency and local government coordination to reduce duplicative reviews.

  • Creates a better business climate. Adds new specialized business court divisions throughout Florida for faster processing of business court cases. Get an answer sooner, rather than waiting in line with every other civil lawsuit.

  • Modernizes the Florida Department of State to streamline new business registration and reduce startup friction.
